Family Card for Tamween distribution (Food Stamps)

initiated in 2005 Food stamps automation is the first implementation of the FAMILY CARD project on a nation-wide scale. The family card is Egypt‘s first E-government success stories. It was initiated in 2005 when the Egyptian Government decided to use the smart cards technology (Family Card) to automate the government social services especially the subsidies. SMART Co., in response to the government initiative developed an application to automate food stamps which is the main venue through which more than 60 million citizens get their subsidized food items. SMART operates the system in 16 governorates across Egypt, SMART has issued more than 8.2 Million cards and installed 11,700 POS Terminal. The Family Card project is one of the most successful automation projects in the Middle East where SMART automated one of the most important and critical public service system on a large scale.

Solidarity Pension Project

Sep 2008 Using the family card for food stamps allowed the government to migrate all its public service initiatives to that same card since it can be used for multiple initiative. The smart ship on the card allows it to store multiple applications and be used for many more government services such as pension disbursement, distribution of subsidized bread and butane, and government health care. The Solidarity Pension system was the second application to be developed on SMART platform for government services The Solidarity Pension system is ready and awaiting final approvals from the government and Egypt Post since the system uses the Post’s many offices as disbursement points.

SMART Bill Payment

March 2012 SMART operates 11700s POS at outletsin 16 governorates. Thus to maximize the utilization of existing infrastructure SMART developed an e-payment system to provide bill payment services electronically in a safe and appropriate manner; by means of connecting corporate information networks (billers) with a merchant network via our EBPP switches. In March 2012, the first bill payment transaction took place via SMART’s bill payment network. Our challenge was how to provide electronic bill payment services in rural regions in the northern and southern governorates, especially in out of reach areas where there are no other means of electronic payment services. At the moment we provide electronic payment services to most of rural regions in all governorates. Via SMART bill payment network, We provide a wide range of services that include:
- All mobile companies invoice payments (Mobinil - Vodafone - Etisalat).
- Household telephone bills.
- Internet bills (TE DATA & Link-dot-net).
- Mobile recharging (Mobinil - Vodafone - Etisalat).
- Airline tickets payments (Air Arabia).
- Electricity bills (Canal Region).
- Donations (food bank - 57357 Hospital).
We are currently working on adding more services and bill payments to our network. SMART bill payment network is our contribution to the recent transformation to a cashless economy

Family Card for Butane gas (Butagaz) distribution

November 2012 In November 2012, the government decided to use the family card to distribute the subsidized butane cylinders (Butagaz) a further step to the extended use of the family card project. SMART was awarded 25 governorates out of 29 Egyptian governorates. The contract comprised the automation of the butane cylinder distribution process in 25 governorates through the distribution of 240 million cylinders annually during the next 3 years, in addition to the automation of 2650 fixed distribution outlet with POS terminals and the equipping 40,000 distribution agents with portable POS terminals. The Butane system is ready and waiting for the go-ahead from the government to deploy the system.

Family Card for Bread distribution

July 2014 SMART launched and is operating the subsidized bread distribution system across the country since July 2014. The system uses POS terminals at all bread distribution points across Egypt and bread is distributed through SMART’s family card. The system insures that bread is distributed to its rightful beneficiary through the use of the family card and using the beneficiary’s personal identification number (PIN). Bakers now pay the full price of the flour from the warehouses and they receive their cash subsidy daily after reporting the amount of bread sold. At the moment xxxxx thousand families receive their subsidized bread through SMART’s automated process via xxxx bakeries and xxxx distribution outlets

Family Card for Point redemption

2015 Point redemption is a reward system for beneficiaries of the subsidized bread program that allows beneficiaries who do not fully use their allowed bread quota to have their unused bread loaves turn into points exchangeable for other food items at participating grocers. The point redemption program allowed for the savings of millions of pounds from the bread subsidy program. The point redemption system will be applied to other government subsidy programs such as subsidized butane cylinders, that in turn will save the government millions of pounds from that subsidy program as well.

Family Card for Government Health Insurance

Aug 2015 SMART’s Health insurance card solution or HIC is designed to enable governments to manage a more robust and efficient National Health Insurance service to better serve the beneficiaries and at the same time better monitor and control service providers. In its essence, SMART’s HIC is a tool for eligibility and claim management, allowing the clear separation between the payer and provider of the health insurance services, which was found to be the most efficient arrangement to realize robustness, cost effectiveness and superior services for national health insurance schemes. SMART HIC also allows additional features like, Co-payment and different insurance policies: which allow the government to rationalize the subsidy by the proper categorization of recipients who will range from fully covered to partially covered with percentage of co-payment by the citizen himself and/or and external health insurance service provider. SMART HIC can also be equipped with additional value added services like: Storage of Health record files on the cards, which has a detrimental role in enhancing the service s provision at various health care service points.
