Powering National-Scale Food Subsidy Services

SMART developed and operates the digital infrastructure behind Egypt’s subsidized bread distribution system, connecting mills, bakeries, and citizens through an integrated nationwide ecosystem. The platform manages the distribution of flour from mills to bakeries, including bakery allocations, assigned quantities, distribution tracking, and outstanding bakery balances. It also supports the operational processes involved in bread distribution, from managing each bakery’s allocated share to recording transactions through smart ration cards and POS terminals By bringing these operations together within a unified digital platform, SMART provides greater visibility and control across the entire distribution network. The system enables stakeholders to monitor flour allocations and bakery activity, track transactions, and maintain accurate operational and financial records while supporting the continuous delivery of subsidized bread to eligible beneficiaries. 
Since May 2014, SMART has supported the Ministry of Supply and Internal Trade in operating Egypt’s subsidized bread distribution system across all 27 governorates, serving millions of Egyptian families through a large nationwide network of participating bakeries and distribution points. The platform enables real-time verification and transaction processing, helping ensure that beneficiaries receive their allocated bread efficiently while providing the operational infrastructure required to manage the scale and complexity of the system. The ecosystem also extends beyond bread distribution through the Bread Points Redemption System, allowing beneficiaries who do not use their full bread quota to convert the unused portion into points and redeem them for eligible food commodities through participating merchants. This gives beneficiaries greater flexibility in using their subsidy while enabling a more efficient and connected approach to managing essential food support at national scale.
